Abstract: In the context of increasing housing demand and the steady rise in rental prices, municipal housing companies in Germany have established themselves as a key instrument for managing local housing markets. They perform a dual function - on the one hand, they provide affordable housing solutions for socially vulnerable groups, and on the other, they contribute to economic activity and the sustainable development of the urban environment. By managing a significant housing stock, these companies play an important role in ensuring social stability, reducing inequalities, and improving the quality of life in cities. In addition, their activities have a substantial economic dimension - they stimulate the local economy through job creation, revitalization of the construction sector, and encouragement of investment in infrastructure. This article examines the nature, structure, and functioning of municipal housing companies in Germany, with a focus on the challenges of balancing economic efficiency with the fulfillment of public interest. It analyzes the legal, financial, and managerial frameworks within which these companies operate, as well as the typical goal conflicts between market logic and social mission. The topic is of interest as it raises the question of the potential applicability of the German model in the Bulgarian context, emphasizing the potential for transferring good practices in the field of social housing provision and sustainable urban development.
